New Health Consulting participated in the rollout of the new Texas STAR Kids case management system. Texas STAR Kids is a mandatory, capitated managed care program tailored to provide Medicaid benefits to children and young adults with disabilities. It includes the Medically Dependent Children Program (MDCP) and requires HHSC to consult with the STAR Kids Medicaid Managed Care Advisory Committee and Children’s Policy Council on the establishment and implementation of the program. NHC was responsible for the compliance of the product to Texas Medicaid and CMS business rules. We also implemented the financial modules of the Mediware Harmony system for a number of Texas based MCO's administering the STAR Kids program.
New Health is responsible for compliance mapping of Optum’s on-line and database integrated eligibility product requirements to the federal program requirements. Working with the eligibility and service integration team, NHC helped the West Virginia Department of Health and Human Services by map eligibility requirements to their own departmental requirements such as Medicaid/State Children’s Health Insurance Program (S-CHIP), Food Stamps (SNAP), Child Care, and Temporary Assistance to Needy Families (TANF). We researched all available federal and state documents to achieve their integrated eligibility, case management, and service compliance objectives.
